Remove vacation policy and encourage people to use it

You can get rid of vacation policy. Most people will still use less than 30 days a year. You need to encourage people to use more. A lot of the best Netflix ideas were generated during the vacations. If you are a lead then you must take a lot of vacations and proactively share it with the team.
It's important to keep talking to employees and define the context: tell that it's not ok to take vacation which negatively affect your company, only 1 person at time can take vacation, etc.
This policy will help with freedom but won't affect amount of vacations taken.
